Why do we even care?
Unfortunately refurbished devices are not an exemption from remuneration for private copying. However, the French legislator has reduced the Private Copying Levy for refurbished devices to promote the “second hand” economy. The levy is reduced by 40% for refurbished smartphones and by 35% for refurbished tablets.
In addition to that, France is not the only country who has implemented Private Copying Levy. In additin to France, if you sell refurbished devices via online marketplaces, you are subject to PCL in Austria, Belgium, Germany, Italy, Netherlands, Portugal, Spain and Sweden.
